The Ranger medic (military occupational specialty 91B) provides advanced trauma management across the operational spectrum in which the 75th Ranger Regiment is employed. Ranger medic duties, both in combat environments and in training, medical training, professional progression, and medical assets in the Ranger battalion are detailed. Ranger medic training management tools and techniques are discussed and illustrated. The role of the combat lifesaver, force modernization, and interoperability issues facing the medical team are discussed. The Ranger medic is a capable special operations tactical medic. The Ranger medic (military occupational specialty [MOS] 91B) is the tactical medical provider for the 75th Ranger Regiment, the U.S. Armys elite light infantry. Through training, leadership, and experience, he becomes one of the most effective combat medics in the U.S. Army. He is capable of performing across the operational spectrum of 75th Ranger Regiment employment, providing advanced trauma management in the worst of conditions. This article is based on a presentation to the U.S. Army Special Operations Command (USASOC) Surgeons Conference in December 1998. Within Special Operations Forces (SOF), the Special Forces Medical Sergeant MOS 18D is the epitome of the SOF medic. The force structure, selection, training, retention, and employment issues are well developed for the 18D medic, because the nearly 700 18Ds form the bulk of SOF medics. The other SOF medics, which include the 91B Ranger medic, the 91B flight medics of the Task Force 160th Special Operations Aviation Regiment, U.S. Air Force flight medics, and Navy Sea, Air, Land independent duty corpsmen, do not have the same refined program. There are approximately 56 91Bs within the Ranger regiment, who represent a small fraction of SOF medics. This small number of Ranger medics provided an opportunity for the development of a Ranger medic training and career progression plan.

That must be included in the discussion of how a supervising physician deals with a trainee who has made a mistake, which was relayed with such insight and sensitivity by Wu.

But now Eton College, the most famous public school in the world, has decided to alter its approach to one of the worst of schoolboy crimes - drug-taking. From next month, the school that since its foundation in 1440 has educated generations of royalty and produced 19 prime ministers, will launch a Priory-style drug rehab programme for its well-heeled teenage pupils. “In the past year, we have lost a couple of boys to drugs. I have no doubt that drugs are a significant temptation to our pupils,” said Mr Little. “We are revising our policy so that pupils of concern can attend counselling and rehabilitation programmes.”
DEFENCE chiefs have set up a special rehab clinic to treat soldiers for drugs addiction. Around 170 troops have so far attended the clinic after testing positive for cannabis or amphetamines. The “second-chance” move comes amid increasing concern over the 600 or so soldiers - the equivalent of a whole battalion - being lost from the forces each year over drugs. In the past they have been automatically kicked out.

Rodent control is taking some interesting and not so encouraging turns. There is an initiative that will be introduced in California on the November 1998 ballot (assuming it gets the 500,000 signatures needed, which is a slam dunk in California). It is called an Initiative to Ban Cruel Traps. This initiative, in a nutshell, will make it illegal to use a body gripping trap. one that grips the mammals body or body part, including, but not limited to, steel-jawed leghold traps, padded-jaw leghold traps, Conibear traps, and snares. This initiative also states that, it is illegal for any person, including employees of the federal, state, county or municipal government, to use or authorize the use of any steel-jawed leghold trap, padded or otherwise, to capture any game mammal, fur-bearing mammal, non-game mammal, protected mammal, or any dog or cat.Now, stop and reread that paragraph and think about it for a minute. This initiative decides for us that we cant control agricultural fur-bearing pests any longer. For that matter, it specifically states that you cant trap anything that has fur on it for any reason, and that the U.S. Fish Wildlife Service, State Department of Fish Game and your local county ag commissioner or county trapper cant do it either. It does make provision for the protection of human health and safety (pretty considerate - you know how vicious those gopher and mole attacks on children have been lately), and it will allow you to use mouse traps in your basement. Oh, and by the way, it introduces two chemicals that can no longer by used - Compound 1080 and sodium cyanide. What are these used for? Well, its not rodent control. The state has been experimenting with these two chemicals for coyote control. They make a collar to put around a lambs neck. If the animal is unfortunate enough to be a victim of a coyote attack and the coyote punctures the collar its lights out for the sheep killer. The point here is precedent - get these two and then work your way on to household chemicals for insect and rodent control and sweep everything up in between.Since this is not a political editorial, all I can say is watch out for this one. Agriculture will lose big time, so tell a friend and lets make sure that we dont get tied down by bad law written by extremists. I think it is very important that we dont make our decision based on whats on TV. Hollywood is anti-trapping and they have a lot of money to spend to support their position. If you want a recent case history lesson you may look at the fine State of Colorado, which had a similar initiative pass last year by a 51% margin. After the smoke cleared, it was disclosed that Hollywood spent just a little over a quarter million dollars to promote the initiative. All the local state and county representatives, combined with the agriculture and fur trapping industries, could muster was $48,000, and they lost.

In the Yukon Public Schools board room, gifted students watched with wonder as authentic 19th century Cheyenne moccasins were presented to show how they reflected Native American trade. “The beads used in making these moccasins were manufactured in glass factories of northern Italy and Bohemia,” said Curator Jeff Briley of the Oklahoma Historical Society. “Through an intricate trading system, these beads came to the Great Plains of North America and were traded to Indians for hides and furs.” This amounted to a “field trip” for the students, but they stayed in Yukon while Briley and Byers demonstrated the trade significance and care of artifacts from the State Museum of History near the State Capitol.

And he continues to sell leather to leather shops in Wisco.. and Minnesota.Ferris estimated he was working 50 to 60 hours a week in his shop before he sold Frontier Moccasin. But he still works at least 30 hours a week, making a new product - deerskin moccasins for babies - and repairing coats and jackets.

LAWYERS who had wanted General Pinochet extradited were still trying early last week to decide what “legal steps” they could take to stop him going to Chile. For some reason I found myself thinking of the sad advertisements one used to see occasionally in the personal columns: “Public school man seeks interesting job, anything legal considered.” But of course I was confusing two different functions of the word legal. Ethical began by meaning “to do with ethics”, and only later came to mean being good. The purist in me still winces when someone says “aesthetic” when they mean “in good taste”. (Aesthetic originally meant “to do with the science of perception”, then “to do with taste”, good, bad or indifferent.) But there was never any need for legal to carry two meanings, because theres a perfectly good alternative that takes half the burden off it: lawful, a nice old word from the late Middle Ages (its parent word, law, appears to be of ancient Scandinavian origin). Everyone understands the difference between “legal business” and the “lawful business” that most of us spend our lives going about. Why couldnt those job-seekers have put “anything lawful considered”? Lawyers use lawful, too; they speak of a “lawful killing”. They dont say “a legal killing” (which, if it meant anything, would presumably refer to their fees).

Banking giant Lloyds TSB is still on the lookout to buy a mortgage lender or insurer, chief executive Mr Peter Ellwood said yesterday. Mr Ellwood, speaking after addressing the annual meeting of the British Chambers of Commerce, said the insurance market in Britain was “very fragmented”. While Lloyds TSB was a big player, it had less than ten per cent of the market. “Therefore that is one of the areas where we have been looking for some time and we continue to look,” he said, adding that the mortgage business was also “under the microscope”. Asked if Lloyds TSB had made an approach to Birmingham Midshires Building Society - the subject of a pounds 780 million bid by Halifax but also rumoured to be a Lloyds TSB target - Mr Ellwood said he could not comment on specific firms but it had “looked at everything”. He said the European single currency would bring “a greater level of consolidation in mainland Europe among financial services companies” and that this could subsequently lead to mergers between continental firms and their British neighbours. But Mr Ellwood said the development of pan-European banks would be in the medium to long term rather than the short term and Lloyds TSB had “no imminent plans to do a deal there”, although it always looked at opportunities. Lloyds TSB has been widely rumoured as a potential bidder for private medical insurer BUPA. It already owns the Cheltenham Gloucester building society. Apart from specialist niche markets such as health, Lloyds TSB is also seen as a possible contender for a tie-up with a larger life insurance group, industry sources said. Mr Ellwood dismissed recent newspaper reports that Lloyds TSB planned to merge its Lloyds Bank and TSB branches, explaining that the group was rearranging its structure, with changes to a number of area offices planned for next year. “The thing we were talking about was to say there will be a different number of area directors, this is how we are going to configure the branches from next year. It was not about the closure of branches,” he said. While Lloyds TSB is always closing branches - 150 shut their doors last year — Mr Ellwood said there were no “immediate plans for a huge reduction in the branch network”. Machines and computers will also continue to reduce the number of jobs in the industry. “We will see further contraction in the financial services sector, as a result principally of greater automation and greater use of technology,” he said. He also predicted greater consolidation in Britains financial services industry, with banks, insurance companies and building societies all in the frame. But while players were constantly sizing each other up as possible merger or acquisition targets, the numbers had to add up and create value for shareholders, Mr Ellwood said. And unless the Government had a change of heart about the rules governing market share, there was little prospect of large scale banking consolidation. Mr Ellwood admitted that while Lloyds TSB was confident of maintaining its market share, he was looking over his shoulder to new competitors such as computer firms, US-style brokerages and the supermarket borrowers.

In the Yukon Public Schools board room, gifted students watched with wonder as authentic 19th century Cheyenne moccasins were presented to show how they reflected Native American trade. “The beads used in making these moccasins were manufactured in glass factories of northern Italy and Bohemia,” said Curator Jeff Briley of the Oklahoma Historical Society. “Through an intricate trading system, these beads came to the Great Plains of North America and were traded to Indians for hides and furs.” This amounted to a “field trip” for the students, but they stayed in Yukon while Briley and Byers demonstrated the trade significance and care of artifacts from the State Museum of History near the State Capitol.

THE news that Channel Four was planning a half-hour lunchtime racing programme to be broadcast every weekday was welcomed at the time but, sadly for all concerned, six weeks down the line from its high profile launch, the whole product has left much to be desired. Taking a leaf out of the New Labour governments policy of education, education, education, the shows producers have started from a point of believing that this “new” audience of racing know “hee-haw” and have to be educated from primary one level. Its not quite “this is a horse”, but the base camp isnt much higher up the intellectual mountain. Main presenters such as Mike Cattermole and Alice Plunkett just about manage to carry this off, explaining why some jockeys have a 7lb allowance, why some have to get nasty and give the horse a good skelp and even how if you put your (pounds) 1 on a 3/1 shot, that means you get (pounds) 4 back (titter ye not), but the basic format, the racing fare on offer and the timing of it are all wrong.

Equipment Leasing
Equipment leasing is expected to increase an estimated 5 percent in 1993 to about $126 billion. Rates of leasing growth will vary among equipment types, but demand for the leasing of office machines, small computer systems, and railroad and telecommunications equipment should be strong. This industry is in transition. Before reading this chapter, please see “How to Get the Most Out of This Book” on page 1. It will answer questions you may have concerning data collection procedures, forecasting methodology, sources and references, and the Standard Industrial Classification (SIC) system. For other topics related to this chapter, see chapters 5 (Construction), 27 (Computer Equipment and Software), 21 (Aerospace), 20 (Electrical Equipment), and 45 (Medical and Dental Equipment and Supplies). Equipment leasing growth was flat in 1992, reflecting the effects of the economic downturn. The cost of equipment added through leasing, measured by original cost of the equipment, is estimated at $120 billion for 1992, unchanged from its 1991 level. During the past several years, leasing has been estimated to represent about 32 percent of private, nonresidential purchases of producers durable equipment. According to an industry survey, growth in new leasing business in 1991 was led by containers at a rate of 500 percent, followed by project financings at 260 percent, fresh and salt water transportation at 75 percent, and aircraft at 55.8 percent (Table 1). Equipment leasing companies are leaner and have more strategic focus. They have weathered a very difficult period; they feel stronger even though they recognize that many challenges exist. The weak companies are gone. Because of the unstable condition in which many banks find themselves, bank leasing companies have established higher credit standards and are staying away from markets where there is any perception of significant risk. Captives continue to remain focused on a clear role, being part of the core business strategy of their parent. Independent and financial service companies are being negatively affected by the requirements of lenders for lower leverage on their balance sheets. The requirement for an independent to secure higher pricing with a product that has become more commodity-driven, in order to provide adequate profits, has proven to be a real challenge. The current competitive environment and profit pressures are increasing the focus on operating efficiency including the need for the use of technology to drive processing costs down and improve customer service.
EQUIPMENT LEASINGThe two primary types of leases are operating leases and long-term leases. Operating leases are characterized by short-term, cancelable terms, and the lessor bears the risk of obsolescence. These leases are generally preferable when the company needing the equipment needs it only for a short period of time. Under the usual terms of such agreements, a lessee can usually cancel an operating lease, assuming prior notice, without a major penalty. Long-term, noncancelable leases, which are also known as capital, full payout, or financial leases, are sources of financing for assets the lessee company wants to acquire and use for longer periods of time. Most financial leases are net leases, meaning that the lessee is responsible for maintaining and insuring the asset and paying all property taxes, if applicable. Financial leases are often used by businesses for expensive capital equipment.
This three-part, 17-chapter guide covers the subject of leasing equipment, its role as a valuable alternative source of capital and the complexities involved in risk analysis. Told from the lessees perspective, the book guides lessees in considering factors in choosing between a lease or purchase of equipment including cash flow, tax consequences, accounting and financing cost. The first part of the guide, The Risk Aspects of Equipment Leasing, provides an overview of leasing and risk management plus the motivations of lessee and lessor, relationships and impact on six different business risks. The second part, Reducing Risk in Lease Structure Negotiation, covers how to choose a lessor or packager, residual values, tax-oriented leasing and the IRS, lease pricing analysis and comparison of FASB #13 plus capital and operating leases. And finally, the third part, Techniques for Analyzing and Documenting Leases, shows specific applications of concepts previously covered including converting the capital lease to an operating lease, how to negotiate the most favorable lease terms, documents with examples, then ends with two chapters dealing specifically with automobile and computer leasing. The ASAE Foundation recently funded an electronic publishing needs analysis and the development of a Request for Proposal (RFP). This RFP was recently sent to vendors capable of delivering the specified system. The ASAE Publications Council Forward Planning Task Force has identified several key goals for the technical information system. It must: Be cost effective, allowing multiple delivery outputs including print and online with minimal effort. The goal is to allow ASAE to reach a significantly larger audience without a dramatic increase in cost.

The phrase “home theater” used to be only a dream for most people, but the number of home theaters is growing. A theater-style setting would include speakers behind the viewers as well as in front, and a sound system sophisticated enough to provide separation from side to side and from front to rear. Certainly people are spending more than they ever have in the past on the video portion of home theater, agreed Stephen Baker, director of industry analysis for the NPD Group. With flat panel displays capturing consumers attention and a large share of their home entertainment budgets, specialty retailers have either relinquished the audio add-ons to discounters or stocked up on inexpensive HTIB packages, giving up the margin that goes with higher-end components.
